 Board of Director's Meeting
April 26, 2025
The meeting was called to order at 9:30 a.m. by Board Member Tim Groshens. 

Present: Treasurer Anita Hagen, Gordy Behm, Jeff Gertgen, Tim Groshens, Tom Hayden, Brian Knoke, Mark Streed, and Dean Volk. Via Zoom: Ben Anderson. Absent: Brian Weist, Pat Ryan, and Darvin Hauptli.

Motion by Mark, seconded by Tom, and approved to accept the January 11th , 2025, and March 1st , 2025, minutes as presented.

Motion by Gordy, seconded by Brian K, and approved to accept the February and March Financial reports as presented. As of March 31st : Checking balance $8,344.63; Money Market balance $91,004.13; MFCR Watershed balance $62,205.15.

Jeff reported that Diamond Lake residentscannot bring leaves, branches, or other organic matter to the Atwater Recycling site due to the DNR quarantine for the area north of HWY 12 due to Emerald Ash Borer. Jeff will also post this information on FB and send to our website.

There was discussion on how to better share information between board members. Ben will work on setting up a google account and Dean will set up a DLARA account for FB. We will also continue emailing info to the full board.

Anita reported that Betsy Hallberg will assume responsibilities for finding articles for the DLARA Newsletters. Ella Meyerson has stated that she would like to continue support of the Newsletter following the death of her father, Bob Meyerson. There were suggestions on asking the DNR for information on stocking fish in the lake, removing fingerlings, weeds, and the dam. Anyone who has a suggestion on articles should contact Betsy.

Jeff reported that more water sampling is to be done in Diamond Lake to determine water quality. The consensus of the board was that we would like to work with the MFCR Watershed District to help with the sampling and possibly some expenses. Jeff will develop a proposal for the DLARA Board and the MFCR Watershed District to work together on this project.

Nanobubble Status – Stantec Engineering’s report did not support the nanobubble unit. Therefore, the Watershed District and Kandiyohi County are not supporting it. Brian Wiest’s emailed comments: Nothing new on DNR permit; Andy, MFCR Watershed Administrator had contacted Kelsie Baker, Kandiyohi County Administrator, a month ago and no new update; Brian had met with a couple of Diamond Lake land owners regarding use of land for the nanobubble storage, no decisions made.

AED – Harrison Township has requested support of an AED to be placed at the Diamond Lake west boat access. The DLARA Board has given support of the AED in the April 27th , 2024, minutes for $500. At the June 15th , 2024, DLARA Annual meeting, a motion was made for the Board to determine any further financial support.

Wake Boats/No Wake Zone – There are no State guidelines for wake zones on lakes. Zones are set for each lake. After discussion of pros and cons of having guidelines, motion by Jeff, seconded by Brian K, and approved to authorize $100 for Bonnema Surveying to create a map of the lake, 500 feet from shore with a depth of 20 feet showing the area of the lake for wake boat usage. If there is support by lake residents, the next step for the board would then be to contact the Township and then the County and DNR.

Ben reported that PLM will be posting notices for treating the lake for curly leaf pondweed soon. In late spring, Freshwater Scientific will be doing a CLP delineation survey to determine the effectiveness of the past CLP treatments and advise on future treatments. The cost for this survey will be approximately $2,500. 

Motion by Gordy, seconded by Dean, and approved to pay Judy Christensen $200 for her yearly work on the website.

Motion by Jeff, seconded by Dean, and approved to pay the yearly fee of $250 to MN Lakes and Rivers.

The Board discussed responses to Sound Off topics and will publish in an upcoming Newsletter. Also suggested was to invite Larry Stranberg who is a lake representative on the GLSWD Board to our next meeting or to the DLARA Annual meeting.

WeedFest if scheduled for Saturday, July 19th , County Park Shelter, 2-7 p.m. More information will be in the Newsletters.

The next DLARA Board meeting will be on Saturday, June 7th, 9:00 a.m., MFCR Watershed Conference Room.

Motion by Gordy, seconded by Anita, and approved to adjourn the meeting.
